Necole Parker is the CEO and Founder of The ELOCEN Group, a work-flow process leader in providing innovative client solutions. Since forming ELOCEN, she has expertly managed/overseen project lifecycles from start to finish, comprised primarily of new construction and renovation projects. This has resulted in securing numerous notable clients, growing the company in both scale and capacity, and achieving significant revenue gains.
With 21 years of comprehensive Program & Project Management experience, Necole continues to build synergistic relationships that create value for each of ELOCEN’s respected customers. Professional excellence, integrity, and a willingness to go the extra mile every time defines who she is. For this, industry peers and clients alike have noted her impeccable work ethic.
Prior to forming her company, Necole worked in multiple Director and Managerial roles for two large and two small Construction Management and Architecture firms. In those capacities, she served as lead negotiator in brokering/acquiring several prominent projects, generated a substantial portion of billable revenue, and oversaw all contract budgeting and oversight issues.
Necole holds various Board positions including: DC Chamber of Commerce, Enterprising Women, RIMS Center for Enrichment and Development, Walker’s Legacy, Necole Parker Foundation (Chair) and Prince George’s Chamber of Commerce (Past Executive Board). She is a U.S. Black Chamber President Circle member, has memberships in various other professional organizations, and is the recipient of numerous business awards and recognitions, including prestigious White House invitation visits.
Understanding the importance of community involvement, Necole seeks to enrich the lives of others through her non-profit, the Necole Parker Foundation, which serves as an advocacy framework for teen mothers and African-American males raised in single parent households. The foundation focuses on promoting life-skills trainings, implementing workforce development programs and encouraging educational advancement through scholarships, mentoring, and hands-on training.
For several years, Necole and her team have volunteered their support, in several capacities, to the RIMS Center for Enrichment & Development, which provides underprivileged students with a structured and supportive environment. She has served as a volunteer speaker and judge for the Network for Teaching Entrepreneurship (NFTE) DC Region, facilitating discussions among teens, within area schools and at local events. She also actively participates as a mentor for Walker’s Legacy, a Women in Business Collective that inspires women of all ages to walk in their professional passion and purpose.
Necole holds a Bachelor of Science Degree in Business Administration from the Virginia Union University, and received a certificate from the Tuck School of Business at Dartmouth’s Tuck- WBENC Executive Program in 2013.
